Kaine and Bicameral Group of Colleagues Push for President Biden to Issue a Major Disaster Declaration for Puerto Rico

Hurricane Fiona devastated the island with catastrophic flash flooding, unprecedented rainfall, and high-speed winds

WASHINGTON, D.C. –  U.S. Senator Tim Kaine (D-VA) joined Senator Bob Menendez (D-NJ), Congresswoman Nydia Velazquez (D-NY-07), and a bipartisan group of colleagues in sending a bicameral letter to President Joe Biden to urge him to issue a Major Disaster Declaration for all of Puerto Rico’s municipalities in response to Hurricane Fiona. Just days before the fifth anniversary of Hurricane Maria, the deadliest natural disaster in U.S. history, Hurricane Fiona ravaged the island with catastrophic flash flooding, unprecedented rainfall, and high-speed winds.

“Governor Pierluisi has formally requested a Major Disaster Declaration for all of Puerto Rico’s municipalities in response to Hurricane Fiona. We strongly urge you to approve this request to ensure Puerto Rico has all the federal resources available to respond to this disaster,” wrote the bicameral group of lawmakers to President Biden.

“Furthermore, 750,000 homes remain without potable water. Bridges have collapsed, roads are blocked with debris, and schools are damaged,” the lawmakers added. “FEMA Public Assistance is urgently needed to begin restoring this vital infrastructure.”

In 2017, thousands of lives were lost in the aftermath of Hurricane Maria due to the Trump Administration’s botched response. In 2020, following Hurricane Maria, the island faced destructive earthquakes, requiring more disaster recovery resources. The lawmakers also highlighted how institutions in charge of the electric grid have failed to repair the electrical system, resulting in continued frequent and widespread power outages.

“These events have left Puerto Rico’s critical infrastructure vulnerable to extreme weather. We urge you to help the people of Puerto Rico equitably recover from these multiple disasters and access the federal funding they urgently need,” concluded the lawmakers.

Dear President Biden,

Governor Pierluisi has formally requested a Major Disaster Declaration for all of Puerto Rico’s municipalities in response to Hurricane Fiona. We strongly urge you to approve this request to ensure Puerto Rico has all the federal resources available to respond to this disaster.

Hurricane Fiona devastated the island with catastrophic flash flooding, unprecedented rainfall, and high-speed winds. The hurricane caused an island-wide blackout, leaving over three million residents without power for over twenty-four hours. Furthermore, 750,000 homes remain without potable water. Bridges have collapsed, roads are blocked with debris, and schools are damaged. FEMA Public Assistance is urgently needed to begin restoring this vital infrastructure.

In addition, Hurricane Fiona has caused significant flood damage to homes across the island. Many families are now seeking temporary shelter and will require significant aid in order to rebuild their homes. FEMA’s Individual Assistance is critical to assist with these housing costs and other recovery expenses. We thank you for swiftly approving Puerto Rico’s Emergency Declaration this past Sunday.

In 2020, the island faced destructive earthquakes, requiring more disaster recovery resources. Five years since Hurricane Maria, LUMA Energy and the Puerto Rico Electric Power Authority (PREPA) have yet to adequately repair the electrical system, resulting in continued frequent and widespread electrical outages. These events have left Puerto Rico’s critical infrastructure vulnerable to extreme weather. We urge you to help the people of Puerto Rico equitably recover from these multiple disasters and access the federal funding they urgently need.

Given the damaged infrastructure, we urge you to promptly approve Governor Pierluisi’s request for a Major Disaster Declaration for all of Puerto Rico’s municipalities in response to Hurricane Fiona.

WASHINGTON, D.C. –  El Senadors Tim Kaine (D-VA) y Bob Menéndez (D-NJ), la Congresista Nydia Velázquez (D-NY-07), y un grupo bipartidista de colegas que enviaron una carta bicameral al presidente Joe Biden para instarlo a emitir una Declaración de Desastre Mayor para todos los municipios de Puerto Rico en respuesta al huracán Fiona. A pocos días del quinto aniversario del huracán María, el desastre natural más mortífero de la historia de Estados Unidos, el huracán Fiona asoló la isla con inundaciones repentinas catastróficas, lluvias sin precedentes y vientos de alta velocidad.

“El gobernador Pierluisi ha solicitado formalmente una Declaración de Desastre Mayor para todos los municipios de Puerto Rico en respuesta al huracán Fiona. Le instamos encarecidamente a que apruebe esta solicitud para asegurar que Puerto Rico tenga todos los recursos federales disponibles para responder a este desastre”, escribió los legisladores al presidente Biden.

“Asímismo, 750,000 hogares siguen sin agua potable. Los puentes se han derrumbado, las carreteras están bloqueadas con escombros y las escuelas están dañadas”, añadieron los legisladores. “La Asistencia Pública de FEMA se necesita urgentemente para comenzar a restaurar esta infraestructura vital”.

En 2017, miles de vidas se perdieron tras el huracán María debido a la respuesta fracasada de la Administración Trump. En 2020, la isla se enfrentó a terremotos destructivos, lo que requirió más recursos de recuperación de desastres. Los legisladores también destacaron cómo las instituciones encargadas de la red eléctrica en la isla no han reparado el sistema eléctrico, lo que ha provocado numerosos y recurrentes apagones eléctricos.

“Estos sucesos han dejado la infraestructura crítica de Puerto Rico vulnerable al clima extremo. Le instamos a que ayude al pueblo de Puerto Rico a recuperarse de forma equitativa de estos múltiples desastres y a acceder a los fondos federales que necesita urgentemente”, concluyeron los legisladores.

Los Senadores Menéndez, Schumer, Gillibrand y Blumenthal, junto con los Congresistas Velázquez, Espaillat, Soto y otros, se unieron hoy a activistas frente del Capitolio para pedir una acción inmediata para ayudar a los 3.2 millones de ciudadanos en Puerto Rico.
