Kaine pushes back on Trump administration withholding funding

"Sen. Tim Kaine is pushing back against the Trump administration over its decision to withhold more than $800 million in federal funding.

Kaine said the move violates a budget deal Congress approved and President Donald Trump signed.

The money was set aside for programs including education, health research, small business development and homeownership.

'Once he signs it, the Impoundment Control Act means he needs to spend the money in order to accomplish and implement the will of Congress, which has the budgeting power in Article 1 of the Constitution.'"
